The Senior Code Official is tasked with ensuring compliance with all building codes, zoning regulations, and other statutory requirements. This position involves leadership in reviewing construction plans, issuing permits, conducting inspections, and working closely with contractors, architects, and property owners to ensure that construction projects meet all applicable standards and regulations. It also includes a significant role in policy development, staff training, and public engagement.

Key Responsibilities

  • Interpret and enforce provisions of local, state, and national building codes.
  • Conduct field inspections of residential, commercial, and industrial construction projects.
  • Review and approve complex building plans and specifications for compliance with the highest standards of safety and efficiency.
  • Issue building permits and provide guidance on compliance issues.
  • Address and mediate complex compliance issues, providing guidance and resolution strategies for contractors, architects, and property owners.
  • Coordinate with other departments and agencies involved in building construction and land development.
  • Maintain accurate records of inspections, permits issued, and code enforcement activities.
  • Provide technical assistance and advice to property owners, contractors, and the public regarding building codes and compliance procedures.
  • Knowledge of Municipal Planning and Building Codes.
  • Communication and consultation with Township or Borough staff, citizens, consultants, developers, suppliers, and officials of other governmental agencies regarding code enforcement topics.
  • Ability to review and interpret site plans, complex diagrams, drawings, and schematics.
  • Complete site visits, construction inspections, and fieldwork as necessary while ensuring compliance with safety requirements.
  • Prepare review/comment letters, engineering reports, business, and other correspondence as needed.
  • Maintain organized project records, including digital and hardcopy files.
  • Adhere to company safety protocols and quality assurance/quality control procedures.
  • Foster a team-oriented environment and uphold the company’s values.
  • Provide guidance, training, and support to team members.
  • Assist with or perform annual staff performance reviews and career development.
  • Maintain professional certifications in fields of expertise, as needed.

Education and Experience

  • Education: High school graduation or equivalent with Associate’s Degree in Construction Management preferred.
  • Licensure: Building Code Official Certifications for Residential and Commercial Plan Review and Inspection in Pennsylvania
  • Experience: Minimum of ten (10) years of job-related experience.

Preferred Qualifications

  • Demonstrates leadership in building code enforcement, with a strong background in construction practices and inspection methods.
  • Proficiency in interpreting complex building plans and specifications, with a keen eye for detail and safety considerations.
  • Demonstrates a strong desire to expand knowledge and take on new responsibilities within the field.
  • Proficient in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook).
  • Excellent organizational and time management skills to handle multiple tasks and meet project deadlines effectively.
  • Strong oral and written communication skills, with the ability to work independently as well as collaboratively within a project team.
  • Strong interpersonal skills, and the ability to interact professionally with clients, contractors, and property owners.
