Project engineering experience in both the public and private sectors, includes work at industrial plants, K-12 education buildings, universities, municipal buildings, commercial office buildings, medical office buildings, churches, theaters, medical facilities, natatoriums, stadiums, and tenant fitouts; responsible for the electrical systems, including lighting and lighting controls, power, voice/data, television, security (card access, CCTV, intrusion), fire alarm, clock, intercom, and multi-media systems. Experience includes wastewater treatment and collection; water supply, distribution, and treatment; feasibility studies; permitting; project financing; bidding documents; on-site sewage disposal systems; subdivision and land development; and municipal consulting services. Certifications include: Professional Engineer, Pennsylvania; Certified Water System Operator in Pa., 1993; Certified Wastewater System Operator in Pa., 1990; and Certified Sewage Enforcement Officer in Pa., 1987.

Over thirty (30) years of professional experience in mechanical engineering in both public and private sectors. Extensive experience in the design and construction management of multiple municipal and private infrastructure facilities and buildings, and operations of municipal water and waste-water systems. Project engineering experience in food processing and breweries, including turnkey microbrewery construction and distillation processes. Over thirty (30) years of professional experience in civil engineering, including design and analysis of steel, concrete, and masonry buildings and structures; extensive experience in the design and construction management of municipal and private infrastructure facilities and improvements. Construction inspection, cost estimating, project engineering and managing experience applicable to sewage treatment plant and pump station projects, sewage collection systems, subdivision and site development plans, storm-water projects, and municipal engineering. Over thirty (30) years of professional experience in the civil engineering field serving mainly as client manager to numerous municipal and authority clients in Berks, Schuylkill, Lancaster, Lebanon, Chester, and Montgomery counties, providing monthly reports, plan reviews, PA DEP and DRBC submissions, dam inspections, zoning permit reviews, Zoning Hearing Board attendance, End of Year Trustee Reports, Self-Liquidating Debt Reports, user rate and budget analyses, code reviews, construction specifications, inspection and administration services, road paving projects, traffic signal permit plan coordination, speed limit studies, WFP and WWTP design and operations overviews, DRBC Water Audit Reports, closeout and dedication procedures, and sewer televising projects. MICHAEL J. BINGHAM, P.E.

Senior Engineer

With over thirteen (13) years of professional experience, Michael has successfully managed, directed, and monitored both small and large-scale civil engineering projects. Having served as a client manager for nearly a dozen Boroughs and Townships throughout Southeastern PA, he has been responsible for all phases of project development, including planning, site grading, land development, stormwater management, pipe network analysis, NPDES permitting, erosion and sediment control design and permitting, guide rail design, roadway design, preparing construction cost opinions, feasibility studies, MS4 permitting, zoning enforcement, Pennsylvania Department of Environmental Protection (PADEP) permitting, specifications, and construction administration.

Michael received a Bachelor of Science in Civil Engineering (BSCE) from Clemson University and currently holds a Professional Engineering license in four states (PA, MD, DE, and NJ). In 2019, Michael was awarded Central Penn Business Journal’s Forty under 40 award for his professional accomplishments and work within the community. Michael is a graduating member of Leadership Lancaster’s 2017 Core Class.

MATTHEW J. PELESCHAK, P.E.

Over twenty (20) years of professional experience managing, directing, and monitoring both small and large scale civil engineering projects, responsible for all phases of project development including planning, system design, plan preparation, Pennsylvania Department of Environmental Protection (PADEP) permitting, specifications, and construction administration; also evaluation and rehabilitation of sewage collection and conveyance systems and the development of asset management plans for effectively managing these systems. Kevin M. Mohn, P.L.S.

Director of Surveying

Over thirty (30) years of professional experience in the fields of land surveying, site design, computer aided design, and project management for both private and municipal clients. Demonstrated ability to perform all aspects of subdivision and land development projects from conceptualization through design and construction. Extensive AutoCAD use together with Land Development Desktop civil design software. Proficient in all Microsoft operating systems, word processing, and spreadsheet and database software. Certified as a Professional Land Surveyor, Pennsylvania, 2006.

Michael W. "Chip" Pohronezny

Engineer / Construction Manager

Eighteen (18) years experience working in the construction field as a construction observer/manager of various civil engineering projects including sanitary sewer, water and paving projects, along with various aspects of building construction. PA Certifications include Building Code Official, UCC Commcercial Plumbing Inspector, UCC residential Plumbing Inspector and Certified Playground Inspector.
